far as i know, a gold reward in a investigation has 16% chance of being a gem, and a silver is 8%.

I finally got it. after killing around more than 8 Bazels I finally got a quest that has 3 silver rewards, and carved out a stargem. At long last

I literally got it yesterday after four 2 silver/1 gold investigations. Just keep at it! If you can manage that double gold 15 minute capture investigation, it'd be way faster. But good luck with that!
