It's not on the list because it's not in the PC version yet. It's not listed in that reddit thread either because it's simply not yet available in the PC version. We get it later like we got the crake DBs.
The hammer is bad simply because it inflicts the least useful status ailment in the game so I'm not losing any sleep over it. Completely pointless delay for it but eh... the MH team works in mysterious ways.
