What is the difference of Blue and Red Complete in optional quest and what is the message icon beside the quest?

There are still quests to come. You just finished the ones available to you. That's the blue i think. Or vice versa.

Blue completed - Not all quests have been found, but you have completed the ones you have

A red "complete" text means every optional quests available in this tier have been completed, if it's blue then you have at least one more quest to unlock / clear for it to become red.

The small chat symbol at the left means it's quest given by a NPC I think, not too sure but any quest the canteen chef gave me had this small chat icon on the left.

No you don't have to talk to them again to complete the quest. You get the reward as soon as you get to Astera

Though some, like the Forge mistress, will need you to collect your gear from them

Does having the chat icon means the quest is finished but you need to talk to someone?

No you don't have to talk to them again to complete the quest. You get the reward as soon as you get to Astera

Correct, but like I edited in, if you got your quest from the Forge maiden, you'll have to go talk to her to get your gear

Yea but when we finish quests from forge maiden after we came back to asteria she will be having an exclamation mark on her head.

Speech bubble = quest (food, gear, etc)
blue complete = you did all the quests available to you at that time, but you can still unlock more
red complete = you did all the quests there are

The missing blue quests are mostly special arena quests.
