I hope it works that nicely on Steam. I expect all steam players will be able to play with all other steam players.
And my guess is that for the consoles, they have datacenters to help with matchmaking all over the world. I think matchmaking is the only real thing you connect to their servers for. And maybe the gathering hub.
Once you are in a MP hunt though I believe it is P2P.

So i really dont think thats gonna be a problem
And no, dedicated servers would not be the best for this type of game
Even the consoles dont use dedicated servers from what ive heard
and dedicated servers would eliminate that problem, if a russian guy then joins on the same server, hes the one with issues, not everyone else. just my 2 cents =)
but since i got my old class mates who i will be playing with, i wont run into any of those issues :D
Not sure if the matchmaking servers take ping into account or not.
I think what Kirito was trying to say is that you certainly DON'T observe minor lag in PVE as much as you would in PVP. In PVP small lag might result in life or death, but when you are all focused on a big monster you won't notice or know exactly what your teammate was supposed to be doing anyway.
If they are a half second, or even a second or two off you'd have no clue and it ultimately won't impact your gameplay. More extreme lag of course could still be an issue.
I didn't observe monsters popping around or anything like that, so I wouldn't be surprised if their netcode was designed to gracefully keep that to a minimal.
PS4 used the PS Network for Multiplayer
When the PSN was down people were still able to play SP, just no Co-Op till PSN went back up
So thats only as far as needing Online should go
