It is rare. If you have a Celestial Wyverian Print, you can get it from the Elder Melder. :)
Otherwise, farm Zinogre Investigations and capture whenever possible.

i got it from an investigation as a reward for capturing Zinogre but it is still very rare, get it from the melder if you have a Celestial Wyverian Print.

break more body part for more chance on it

It's literally just Zinogre's version of a Mantle/Pallium with a fancier name.

If you want to save your Celestial tickets try to get Zinogre investigations with silver/gold rewards. It's basically the new 'gem' for Master Rank and if you're lucky the investigations have been a rather good way to hunt for those rarest drops.

Oh sorry I was having nam flashbacks of going after his emerald in 4U. REEEEEEEEEEE GIVE ME YOUR EMERALD SO I CAN BECOME SUPER SANIC

But no really, break horns and cut tail. Also IIRC, breaking his back is important for his shocking nodes or whatever but maybe it helps with his emerald.

But I'd go for tail first then his two horns. He has two horns to break not the single one. It's important.
