That is certainly true.
Being online game doesn't mean you should download all the content even you don't have. When you buy world of warcraft, you don't have to download any of the expansions. Same goes for many games.
Capcom is a disastrous company when it comes to updates. In street fighter same s happens. Every time you have to download same street figher files when update comes. This is not because of nature of the online games but this is because of bad design. No you don't have to download a ♥♥♥♥ because of it is an online game. We are in 2020 and while we are talking about microservices and such distribution techniques, Capcom is still designing their dlcs with "my gamers will buy whatever I say" mentality.
Uhh, not sure if you are aware, but even if you dont buy the expansions to wow, you STILL have to download all the content. Because again....as i said above, when your playing an online game with other players you will STILL see players that do have the expansion and have expansion items.
