Either you wait for $4 cheaper or buy now and get a head start, learn how to fight, the mechanic and finishing base game story (requirement to play Iceborne) then join Iceborne right away when it's release
As a returner from PS4 I'd advise you buy it now and learn the things before IceBorne out so you can catch up quicker.
MHW: Iceborne is an expansion that requires the base game to play and comes with as much new content as the base game itself. You can buy Iceborne for $40 base cost, or you can buy MHW: Iceborne Deluxe bundle for an extra $10, but it only comes with, again, stickers, emotes and aesthetic armor. If you don't want to wear the aesthetic armor, which looks like some ♥♥♥♥♥♥ samurai/ronin skin, I'd skip it.
I don't think there is a bundle that includes the base game AND the Iceborne expansion in one package, probably because it's technically still a pre-order expansion. You could wait until after the release and they might make a bundle then, but you would have missed the Steam sale. I'd say buy the base game because it is on sale for cheap right now, and if you like it and think you will play for more than a hundred hours, buy the expansion if it goes on sale before the xmas sale ends. If it doesn't go on sale, just wait until you reach the end of the base game and buy it then to be safe, it won't go on sale for less than $30 either way and the base is $40.
1- You can buy the game now but if you want Iceborne you'll have to pay for it too
2- You can wait till January 9th ( when iceborne launches ) and get the masters edition which includes both Iceborne and the base game for 60$
