I don't get phantom birds at all
This is definitely more than RNG.
You probably see online tips that works 100% for some and never works for others.
Go at different times of the day. Leave/bring palico. Swing camera. You name it. Some just works all the time and others never at all.
Okay wtf? Gear?

Palico/Camera doesn't matter. It's pure rng if they show up. You can jump between forrest/waste and check. Took me about 30 mins to get them when I did it.

It is not rng. If some people can repeat the results 5 times in a row and more, it is not. Like this guy.

Okay I literally just got it after spending 2 nights (real life).

On an expedition. And there was a rathian + jyuratodus in the vicinity. Wtf?

I still wanna know why.

It took me 5 hours.

heres how i got it.

on wasteland map just look for the dinos, then turn around and turn your camera away from them so you are not looking at them, then theres a chance the birds will appear.

just look it up.

Go to ancient forest and check those dinosaur and if you dont see it, just run around the map gathering stuff and check the dinosaur again, every so often.

PHANTOM BIRD GUIDE RIGHT HERE -

low rank expeditions.

ghilie mantle

bench palico

equip net

look at backs of large herbivorous monsters in area 1 of ancient forest, and wild waste.

no birdies on a back? end expedition on the spot and move to the opposite expedition area. each swap takes about 20 seconds, searching area 1 of AF takes ~10seconds among the 3 groups of passive mobs. In WW you can spot them immediately upon leaving the camp, only 1 mob.

repeat.

took me ~70 or 80 tries before they finally showed up in AF on the right most (towards the ocean) pack of monsters.
