That one guy no one ever talks to who stands in the Chamber of the Sapphire Star - if somehow you find your way up into there before it is forever turned into your bedroom via the story, you might talk to him.

Otherwise you're never gonna see him at all since he seemingly vanishes from the game while you are using that room as your personal love pad.

I guess if you downgrade your room (I actually like the one with the Aquarium more) the Chamber of the Sapphire Star will be open again and he can be spoken to.

Anyway I like him because since you usually never meet him, he has 0% chance to annoy you.
