Physical damage is improved by skills like weakness exploit, maximum might, attack boost, and handicraft. This accounts for ~60% of your big attacks.
Phial damage is increased by the skills artillery and capacity boost. Phials account for around ~40% of your big hits.
If your main source of damage is SAEDs (Super Amped Elemental Discharge), you'll want to prioritise the phial skills (they give a pretty big proportionate increase), followed by the most important physical damage skills. If you find yourself spending a lot of time in sword and board mode, it's more important to increase your physical damage with the skills I listed (and possibly more besides).
As far as weapons go, with charge blades you generally want high raw, with elemental being far less important. The Ore->Nerigigante line is a good one, as is the Bone->Diablos line (the latter being commonly regarded as the 'best' charge blade).

...as a general guide on the charge blade, it is the most technical weapon in the game by far, and you may have missed something.
Also saed seems to have some hefty multiplier on elemental damage on hits since im getting bigger numbers with rathalos than diablos+elementless.
With my setup
diablos does 58+280+293+phials
rathalos does 57+305+319+phials
And were you running an elementless jewel with that diablos? Because that's one of the reasons non-elemental weapons are so good, because they can use that.
Rathalos is still one of my favourites of the CBs (and it looks good, which is a major bonus), but from all I've read it's a mathematical fact that non-elemental weapons hit harder with the larger and slower weapons. Elemental has received a fair bit of criticism over its comparatively lower value in MHW than previous entries in the series.
Doesnt scale with sharpness and doesnt crit though.
As stated above yes i did run elementless.
Yeah it was mostly the case since elementals arent affected by motion values though some attack have motion values for elements like bows and dual blades and it seems charge blades too otherwise i cant explain those numbers.

Also people complain about elemental caps, but caps are 30% of elemental value so instead of getting percantage on skill levels i can now cut down on 2-3 lvls depending on weapon due to flat values.
Also i absolutely understand why you would pick raw hammer and greatsword and even divine slasher since helmsplitter doesnt do elemental damage.
