Unfortunately, it didn't work, but it was a fun quest.
Thanks for the help, guys. I may have to figure this one out on my own.
You don't need to complete all 1-7 quests. I have terrible quest completion and I've done A Blaze on the Sand. Mainly I've only done quests with the talk bubble on them, none of the special arenas or anything like that.
You don't need to do Kushala Daora's optional quest, nor Kirin's optional quest, as I had not completed either when I got Teo's.
It certainly isn't about repeatedly killing Teo as I hadn't done that since the main story mission.
Some possible things:
1. I capture everything that is capturable, so I have a lot of HR captures under my belt.
2. I'd at least done the quests for the affinity booster, impact mantle, evasion mantle, and rocksteady mantle before doing A Blaze on the Sand.
3. I'd done a fair amount of killing of normal and tempered elders (mainly Vaal, lots of the time).
4. I had fully researched 25 monsters including all elders except Teo.
