if investigate you need to hunt some HR 6-7 first, expedition appear random mobs if there is no tobi, you can kill/capture the other first until spawn.

Search SOS for them and join other people.

Saw Tobi as extremely are in HR-expeditions and still rarely see him when checking on the map. Had joined other people's SOS to get his quest, just do the same.
