This targeting system?? help xbox controller
I cant seem to just target the head or cycle between parts.
The target drops in and out of lock constantly.
Like i just want target head or tail.

The "lock on" is only for the camera. It can be helpful when you were looking where you actually were running when running away to heal up and quickly look back to the monster or when you've lost sight of it for whatever reason and want the camre to quickly be focused on it.

Other than that, there is no braindead "I lock on and don't have to think"-system to be found here. I mean, it would end in 100% death anyway, so no use for it anyway. You aim your ♥♥♥♥♥♥♥ self.
Locking can be kinda handy for quick orientation when the monsters is flipping sides on you. But overall yes lock on is super useless.

But Monster Hunter, with or without lock on. Is not about precision.

It's about steering like the world's most dangerous fork lift.

Admitting this to yourself, will get you breaking the horns off a still living animal with surgical accruacy far faster than the usual brand of "advice"

"Precision game? ahahahah. no. 'In their general direction' game " mentality skyrockted my tail cuts off Rathalos and their recolors for example instead of buying into the "This isn't a lazy game for lock on babies!" hype.

The combat overall is super amazing. But the movement is right out of a ps1 launch title.

Work around it, rather than with it, and you'll do wonders.

The movement is nowhere near as bad as it seems, and it will click sooner rather than later even with the clunkiest of weapons.

But it's nowhere near as precise as claimed either. God forbid you declare something "Good, not great" though.

Press right stick.

Also, don't ever lock, there is no benefit to that other then quickly identifying where monster is.

Other then aforementioned lock? Not really, but you'll get better with experience.

That's not a lock on. It helps locate the monster through walls and at short distance. Once you close distance, it self-disables.
Can you turn that target lock off.. it is annoying when you accident press it

If you mean the button/key for not having the ability to lock on being off, I dunno. But by just not manually selecting a target that would focus the camera to where your hunter is looking.
What selection are best for camera in the options?
turn off target focus and set lock to "large monsters only". helps a lot.

If you tap LB (the radial menu button and item select button) it will move the camera towards your locked target

Pressing right stick will switch targets

There are two camera lock on modes. Focus and Target. Focus is a cheap Dark Souls rip off camera. Target is far superior and was introduced in MH4. So long as your target is set with R3, L1 will simply turn the camera to face the monster with a tap. Or double tap to face camera the way your character is facing.
