You don't need to switch weapons. I killed him with dual blades. Just take your time with him and make sure to avoid the bombs. His attacks are easily avoidable, so just slowly whittle him down.
I did the 2 tempered bazelgeuse quest solo as dual blades. It's a bit annoying, since bombs will one-shot you from full health if your build doesn't run blast resistance (which most dual blades builds don't) and you often can trigger them yourself during your attacks. I found it to be most effective to use aerial attacks (aka, run/jump off something and spin across its back for like 1203912039 hits). While he can still knock you down if you time it poorly, you're at least safe from one-shots. It is rather slow though. Took like 15 minutes to finish that quest.
I might add that Bazelgeuss actually does fire damage.
His explosive scales surprisingly .. not blast either. Mostly fire to though some people have reported some blunt damage to.
Dont ask me why... ask capcom.
Blast resistance only works against the blastblight status effect as blast damage is not a damage element, its a status one. Which Bazelguess does not apply
