He's talking about *Great* Gastronome Tuna spawns, not regular Gastronome Tuna.
I've had luck both resetting the map & fishing out spots in the past to trigger Great versions of fish to spawn, but it depends on if you want to bother with harvesting, fertilizing, petting Poogie, etc. every time you want to reset & go back out on an expedition.
Beyond that, all you need to do is constantly hop back and forth from Wildspire Camp 6 and Elder's Recess Camp 8. They both spawn Gastros and they're right next to your spawn location.
I've caught half a dozen of them so far.
I can't speak for the other locations, but in the two camp pools I dealt with I never once saw a Great Gastro appear without having its little sister in tow. I never once had the Not-Great Gastro de-spawn to make room for the fatter one.
