B is generally better because you can change the second skill anytime. But if you need skills from A and don't have the jewels for it then go for A.

When you first get those unlocks the Alpha just seems like a better option since you hardly have any decoration. You can always get the beta later.

When you'll have enough materials for B, you're not going to need it as you should be far enough to have more interesting options.
