I know Teostra has a mechanic of sorts where his horns just won't break until he's very low health, making it a very useful gauge for when he's about dead. Not sure if it's the same for other Elder Dragons like Kushala though. If you've done a lot of damage to the rest of Kushala without focusing down the head so much, that may be why you're not seeing a break?
If you're having trouble, try Partbreaker 3.
Desire sensor will mess with you. The hell of trying to farm for Vaal Hazak fangs still rings true in my mind, and that was back on the PS4. Ugh.

As i mentioned i am using partbreaker 3, and i don't think you can capture an elder dragon.
Had no problem breaking parts with either one of those, kushala is seriously the only one.
I am solo'ing, hardly ever play with others. And like i said i've used only claw attacks on his face with a hammer and partbreaker 3 so i would've imagined that would do the trick.
Base head stagger is 300, horns have a base part health of 1500.
Just gotta get that last stagger in when its health is below 20%.
Well I had this problem too so you're definitely not alone, I had to learn how to make sure every single one of my hits really land on the head and not other places (when he's down hammer pounds tend to hit his front legs sometimes so u gotta be real careful) and then and only then did I start to be able to consistently break his horns. Good luck!
