When either i join or my friend joins a game we cant see each other then after 20 seconds or so the person that joined gets disconnected. Im new to this game so i dont know if we are doing somthing wrong or what.

If you mean joining a hunt/mission/quest, ig you aren't seeing each other out could be a connectivity issue, but if you mean you can't see each other when you are in Astera, you can't see other players outside of a quest unless you are in the "gathering hub" of Astera.

In terms of disconnecting, I do believe the servers are have been a little janky recently so it may be on the games end

It is something with your or/and your friend or/and the randoms network nat type. If you got bad nat type matchup, someone will get dc-ed.
its not an internet problem we both have great internet and live like 2 miles apart. We managed to get into the hub but now i dont know how go on quests together.

To go on quests, one has to post a quest and the other has to join, however because of cutscenes, most of the time two people can't do the same assignment for the first time together.

It's a bit crap, but it's because there is almost always a Cutscene in an assignment (aka story mission)

the multiplayer for story is a pain because you both need to watch the cinematics within the mission to join each other. Just start up the assignments solo, then one or both of you return from quest once it says you can SoS, and then you can play together without any cinematic near the start. Investigations are easier to group up with since they have no such barriers. Same with optional and event quests.

If you try to join an assignment you haven't already completed (even if you yourself are up to the assignment) it will say that you haven't progressed through the story enough
thanks guys i got it. pretty overcomplicatied
