Where are the balloons I unlocked?

I traded in some of the VIP tickets for the room decos, including several "balloons", but I can't find where you can put them. Where can they go?

2F -> Hanging ornaments

Huh.. strange, I seem to be missing the option to edit the 2F. I know I had it before because I remember changing the hanging lights. Now I only have "Basic Settings", "1F", "Wall", and "Flower Bed". I have no idea why it's not showing.

Hanging lights are different from the 2F setting. Progress through the story and you will unlock the ability to edit the 2F

Oh, well.. that's weird. That's what I get for insisting on doing all the optional stuff as I go along instead of rushing it. ;P
