Can I lure a specific tempered monster to the guiding lands?

I need to fight an tempered odogaron and was wondering If you could spawn a tempered monster by luring them to the guiding lands.

If you, say, have either coral highlands or rotten vale (which are where Odogaron spawns) all the way up to level 6, any non-elders that you spawn there that can be affected by the tempered state (this excludes Great Girros and Tzitzi Ya-Ku), is guaranteed to be tempered. If you have them at level 7, elders are guaranteed to be tempered as well.

There are no tempered lures, only tempered monsters can spawn in that region is high enough level, which I believe is 6 for the Highlands or Vale if you need Tempered Odo

Yes. Definitely. If your region is high enough level, say 6, monsters spawned by Lure Out Monster option at Handler will be tempered by default.

It's why you can not only choose the monster to lure but also the region. Let's say you have Ancient Forest level 5, Wildspire Waste level 2 and lure a Banbaro. If you pick the Ancient Forest it will be tempered, if you pick the Wildspire Waste it will be a standard Banbaro.

The best way to see whether a monster will be tempered is to look at the guiding lands tab in your notebook, you will get all kinds of info about the monsters, their rarities, drops and whether they will or can be tempered, if a monster in a zone you are going to lure can go tempered it will show up tempered.
