if your using impact phials, Artillery. forget if getting arty secret so you can invest 5 points is worth it or not. i remember hearing its good for gunlances but maybe not CBs. i could be wrong though.
for elemental phials building for it can be tricky. you definently want to find one with a high elemental value, and use the max elemental skill for that element in the set. however if your only dumping phials and not landing axe hits stuff like crit element is pointless. i always suggest running it and trying to land axe hits though. they are easily half the damage of a SAED on a proper hit.
elemental phials arent good against everything, atleast not phial dumping. in these cases i've found savage axe to be a great alternative to phial dumping elemental CBs. you can more easily focus your damage on zones weakest to element in this way.
other great skills in order of usefulness:
Capacity boost
Focus
Guard (1 point is usually enough, guard point often with a charged shield and it acts like guard 5.)
Power prolonger (purely optional, dont know if it reduces savage axe phial drain but if it does, useful in that regard.)
Guard up
Razor sharp/true razor sharp (dumping phials takes sharpness, it adds up so masters touch while it keeps it on the axe hits if they crit, the phials hit or miss take your gauge down a bit. this reduces that.)
beyond that, crit boost and affinity boosting skills are all solid. max might only if you can use max might secret to get the old effect style.
For elemental CB, it's boils down to getting the correct element against per said mob. Similarly capacity boost is always great for phial/ammo type weapons. Stack the respective element and the rest are basically the same.

Gist is Artillery 5 is not really worth it for CB.

Guard 1 to be able to guard point everything and still counter attack, you can also use guard 3 if you have some spare slots, it's a good choice when you already have all your essentials skills and you're wondering what to slot in. I'd also recommend guard 3 for Iceborne monsters.
Capacity Boost for an extra phial.
Artillery 3 to boost phial damage.
Offensive Guard gives a big damage increase to your counter attacks.
At this point throw in affinity skills for damage or health boost for quality of life.
You say you're not very good at the game yet so you're using health boost, earplugs and stun immunity.
You're using a weapon with a shield, you should not be getting stunned, just block or guard point everything.
Roars can be very easily guard pointed, you really don't need earplugs with a charge blade, that's 5 skill points you can put into something better. This video shows you how to dodge roll them, you can guard point instead of rolling at the same timings used here. You just have to learn to recognise the animation the monster does that tells you it's about to roar, It's really easy once you know what you're looking for.
Just be aware that what he says at the end about base i-frames does not apply to guard pointing

thanks for that post , I didn´t know you could dodge roll and block roars. So I´ve given up using earplugs now and can do fine without. Still not ready to give up stun immunity but I´ve gotten alot better at blocking and not getting hit so runs are much smoother now.
Just removing earplugs made it alot easier so get dps skill into the build given the stuff I have access to. Noticed many monsters use similar animations for their roars , dodge rolling them is not to hard but I´ve never managed to guard point one exept from pure luck.
