Paolumu and Pukei have its skeleton, it evolved from the same ancestor of Rathalos so its presence in the New World may make sense.
It can feet in the Forest and Rotten Vale (maybe in Coral Highlands as well).
It uses thunder so it would be a nice addition.
Anyway it's too weak to resist the current gear of most of the playerbase.

Though, surely Khezu has higher chances to appear than Tigrex, Lagiacrus and every insectoid or Fanged Beasts right now.

Khezu is also a fairly low tier monster, and they really only want to add elders and bosses so far.

MHWU will be where we see new large monsters that aren't elders.

I'm fairly sure water combat will be returning in MHWU/2 or whatever the next mainline game is.

Lagiacrus was intended to be included in MHW but was not due to "technical issues"

We are overgeared for Khezu, but new players would experience an awesome fight, I fight him on MH1 AAAAGES ago, and I would love to see him again.

Khezu should been on day one, it is good monster to teach hunter to not just whack, if they decide to add Khezu it probably come with new map.
