I would recommand small, light weapons such as the sword and shield. He's low enough to the ground to hit constantly, you can get a lot of mount damage off, and most importantly, can put it away quick enough to dodge him.
When he completes this dive move, he will no longer have any spikes. It can be a good trick to goad him into it by running around with your weapon away, just to dodge him so that he no longer has spikes.
Also, you actually want Nerg to divebomb when it has black spikes, as it removes all spikes from its body and those hardened black spikes boost its damage of its regular attacks severely.
Whenever all his spike goes black and hard he will do his big dive that can either ohko you or deal a massive amount of damage if your defense is high.
Just make sure to fully upgrade your armor.
After that there are skills you can grab to make life easier while you learn. Vitality boost is the obvious one, it gives up to 50 extra health and stacks with your food/potion buff to give you as much as 200hp.
Then if you're not using a shield you can take evade extender, with all three ranks your dodges will go significantly further, makes avoiding attacks a lot easier.
Aside from skills, there are a couple of things you can do with your own gameplay to help. The first is getting used to the superman dive. That's the special dodge animation you get when your weapon is sheathed, you're sprinting away from the enemy, and you hit dodge. It's a long animation, and you're invincible for pretty much the whole thing, a nuke could go off and you'd i-frame through it.
The second thing is to learn a weapon with a shield, my first time through Nergi was with a gunlance, meaning any time I saw him start any animation when looking in my direction I could just hunker down and wait for him to finish.

hit whatever got white spikes on it, these are the only weakspots and if you manage to break them more likely than not nergigante will trip.
Just use any weapon you mastered that have thunder elements to make fights easier, aim the white spikes in his forelegs and back, by destroying it you will trip him over and you know what to do next
Be aware of when all his spikes turn black and take that moment to make some space between you and him BEFORE he roars. This is when he uses his dive bomb attack. If you are right next to him when he starts the animation you will likely take extra damage.
When he uses the attack be ready to dive (run AWAY from him with your weapon sheathed and dodge) or block if you have a shield. Having skills that increase the effectiveness of guarding are a boon here. Sheathing in advance when his spikes turn black should help you prepare to dive for weapons like heavy bow gun which have a long sheath time.
Following these guidlines you shouldn't have an issue with getting one-shot by him.
