Usually its based on area and a rarity system. I can't fully remember what you find in each area + there's blue and red mining outcrops as well. Also the rank - Low Rank spawns different ores to High Rank.

Can tell you that it's pretty obvious which is the least common and more common ore though. In the Elder's Recess, you get Dragonite Ore as common, Carbalite ore as uncommon and Fucium as rare. I don't know the % chances for acquiring it though.

Generally speaking the later on the Zone you unlock the better chances for certain good ores, to a degree. The rocks on Zorah Magdaros are the same as those found in the Elders Recess, only they replaced his carapace rare find to Fucium instead, sort of thing.

You can't find every single ore in one outcrop, usually there's only three in each. I've not done enough prospecting of the ores to fully know which zones are where you'll find what ores, and from what rocks. There's also the whole Upsurge: Mining Deposit things to deal with, which adds more ores and chances for double ores...don't know if mixes up ores so you can find later game ones in earlier areas or what, though.

I know there's a Coralstone ore or something, I never have enough of, that you can only find in High Rank Coral Highlands zones. I know that you can only find Fucium in the Elder's Recess.
