Difference between Effluvial Expert vs. Effluvia Resistance?

Hi all! So I just started farming Vaal Hazark and, funnily enough, got a Miasma deco from him. So I noticed there are two different skills that bear the name 'Effluvia' in them - one you get from the Hornetaur armour and one from the Vaal armor.

Is one only for the stuff in the level, and the other for the stuff that Vaal is constantly emitting? Is there any overlap?

One's for the environmental damage in the Vale (gas and acid), while the other's for preventing the half-health status.

One is for Vaal, the other is for the Effluvial that is around Rotten Vale.

That is exactly right. Expert protects you from the envrionment, resistance potects you from Val Hazaak.
