don´t used -udp solution its a mess and does not work and maybe blocks you from playing online! ( this solution is confirmed not working and giving all kinds of issues )

you don´t need to port forward or dmz anything
only capcom can fix this there was a patch today make sure your game is up to date that fixes this partialy
i played the whole day without a single connection error, since the patch.

sometimes if you cant find a lobby via matchmaking try creating a online session if this works the matchmaking server in general is online and then try looking for sos signal on the quest board
Joing quests / sos flares from my online session also gives me the 82 error
because many isp's lock their customers behind strict nat systems and shared ip's, you can change as much as you want at your local settings, when you are locked behind a nat system of your isp.
have you tested the ports if these are really open and available from outside

certain antivirus can also intercept the multiplayer
for example bitdefender was known for causing dmg in other games
