That is my not scientific belief. I have both, and fire and water. BUt fire is not super useful as most enemies seem to be fire based. Water is good for Tobi and one or two other monsters.
One point against thunder, though, is that some people experience stuttering when they are used so you may annoy group members if they are affected.
Ice is more usable against more monsters - making it a 'safer' bet, but Thunder has more useful monsters specifically weak to it.
Water's meh.
Fire is terrible - the MAJORITY of large monsters in the game are at least partially resistant to fire.
8 monsters weak to Thunder, 10 monsters weak to Water. This is bonus damage, not including Standard damage.

but there's nothign wrong with switching weapons based on what you're going after xD

Poison looks pretty good according to that, mostly because only one Elder is immune to it, and only a handful are resistant. Lightning looks good too, with 3 immune and a handful of resistant
