The multiplayer connections are peer-to-peer.
I hope you're not saying it's impossible to make a private server for a game with peer-to-peer connections.
If so you're wrong.
And if "there's no servers" then tell me what it is that's causing so many players to disconnect so much all over the world in the middle of hunts with friends and other players, what is causing players to disconnect randomly and be taken offline in the game when just standing in Astera not even playing with anyone else if there are no servers for this game as you claim.
This is right and wrong, Sessions are small 16 player servers that are semi-permanent until the last player leaves the session. These sessions can transfer leader rights and can be set and modified to be private or change the scope of the hunts.
Data is still transfered peer to peer but this isn't the 3DS games anymore, we aren't hosting lobbies on our local consoles.

as stated, the game ITSELF is Peer 2 Peer with a dedicated server ONLY handling the match making
No it's not peer to peer based in lobbies, if that was true then no one would be kicked from sessions.

The Lobby and Matchmaking is handled by Steam, which is whats being overloaded
In quest is not peer to peer still, once the session drops everyone goes with it. It's a shard of the session lobby, once the main server node (Session) dies then everyone loses their connection to it. This is akin to a VoIP server. If the server goes down no one's peer to peer data is sent/received.
The only data peer to peer that's sent is data stream of location, damage, inputs, and the like much like an MMO would be. The quest is hosted by the session in a slot alotted. Reason if you see someone lagging in the quest it's just them, not the entire group or monster. Only time I see the monster lag is when the session drops.
This isn't the 3DS era, peer to peer hosting of quests isn't a thing in this game and I have ZERO idea where people got that it was.
You could always join my game and let me do a netstat to see if your IP shows up
