Also even if you run 3 miasma jewels you can still get the effluvial debuff, though that will only happen if you actually get hit by his beam from what I've seen.
There is a charm for resistance, a decoration. On top of that you can also take the immunity mantle. If you want to get rid of the damage from the aura there is an armor or a decoration, I don't entirely remember, that will remove it, as well as a lot of the other dmg stuff in the rotten vale. The skill is called "Effluvia Expert".
Also, if you don't know you can run away from Vaal Hazak and he will do his "hyper beam" attack. He does this attack when he gathers up the effluvia he shoots out around him, so a good way to clear it is to run away from him a little bit, wait for him to suck it up, then charge back in. It's not fool proof but it can help a lot if you're having trouble.
I hardly take effluvia resistance and just take the immunity mantle and I find my self rarely getting the blight. You just have to pay attention and dip out for a few moments if you feel you're about to trigger the build up.
EFFLUVIA is the chip damage dealt by the orange mist everywhere on the lower floors of the Rotten Vale and by Vaal Hazak's miasma. The fog can be burnt away with Torch Pods or bypassed using Effluvial Immunity or the Ignore Enviromental Effects song some hunting horns and the cat's Coral Orchestra can play. Vaal Hazak's miasma will deal chip damage no matter what.
EFFLUVIAL BUILDUP is Vaal Hazak's gimmick, and does chip damage and blight buildup - upon maxing out, it halves your health bar. It is only caused by his personal fog effects (which are noticeably paler than normal effluvia) and can be reduced or prevented by Effluvia Resistance and the All Ailments Negated song found on Teostra's Ophee.
