To put it that way, yes.
A few of my friends and i did some searching, image cropping and data compiling to make this. We put several hours into this already. But yes that is the general idea, the better weapons to use as to not ending up upgrading a bad weapon and have wasted all those materials and money when you could have gotten something better.
Yes one can do a Rollback. But however money is lost, and also to mention so upgrades, do not roll back.
I havent found those on the wiki, maybe i missed something? Plus i do not know for sure if its coming to PC.

Edit: About my post mentioning other spreadsheets. Not sure how it may have sounded to others, but wanted to clarify I'm not trying to sound offensive. Just wanted to express how helpful those sheets were when playing PS4 version because of stuff like (element on weapon, what the max element for said weapon is, how many skill levels required to hit that max element)
