Report a translation problem
For Special Arena quests to unlock you have to capture the monsters to unlock them.
Doing so will unlock the arenas where you hunt those monsters.
I see that we have some special arenas to get, however, per example, in the 3 stars quests, I don't know how to get the arenas.
You might need to capture them more than once for them to unlock.

Doesn't seem like there are special requirements. Try capturing it again. I would use an optional mission or investigation to make sure tobi is on the map.
I know that one or two of the side quests required me talking to someone, but I don't think the special arenas did.
in General, check to make sure there are no exclamation marks on the map (in both cities.)
You all are correct.
I captured a Puke-Pukei and the 3 stars Special Arena is available now.
It's quite weird this behavior to unlock the Special Arenas, because I did all the quests.
