Emperor's New Duds Poogie Outfit Bugged

For those that don't know, this outfit is obtainable by completeing the story, maxing Poogie's affection, and carrying Poogie to the lookout past the blacksmith. The location vibrates for me, but instead of digging it up like he's supposed to he just runs back down to the Tradeyard. The same thing happens when I place it next to the vibrating spot by the Handler (voucher location).

Sorry for necroposting, but i'm having the exact same issue here and couldn't find anyone else complaining about it, did you fix it in the end?

Are you sure you're doing it during the day and when the Admiral isn't up there?
