The lobby is hosted server, most likely provided by valve... Usually you only see a specific error code if you disconnect while doing nothing or the only one in the lobby. The chat/player list is accessible in quest, so you are connected to both the valve server and the host server.
For example, when I host games, people don't disconnect on me at all. Either in SOS or joining in via the lobby. But when I join someone's SOS or via lobby, it depends who's the host player. I have a chance to be disconnected from both the host player and lobby (becomes offline) or just from the host and I return to the session lobby(still online).
