Yes I get that you can rank up to 100 HR but what is the end game content to reach that rank? Am I restricted to Event, Arena and Weekly Challenge? no new Assignments?

Farm elder dragons for better sets. If that's done... work towards HR 29 and do the quest to unlock your HR further and have access to threat level 2 tempered monsters. Then work your way up to HR 50 and farm tempered Elder Dragons for decorations.

How Do I farm? I can't repeat my Assignments, I really want to farm Xenos

2: Fight Tempered Elderdragons.
3: Collecting Jewels/ Crafting jewels
4: Collecting Dragon stones.
5: Weapn/Armor Augmentations.
6: Collecting coins from Arena

7: Running out of armor sphere.
8: Running out of armor sphere.
9: Running out of armor sphere.
10: Running out of Zenny.
11: Running out of Zenny.
12: Running out of Zenny.

Ok maybe some of you misunderstood what I need... I will rephrase... "I am now HR 23, from here how do I proceed going up the HR rankings" ... What activities?

The Xeno jiva mission appears randomly and you can do it twice before it disappears.

You will fight two tempered Gazelguese at HR 29, If you successed, you will gain access to HR30.
And when you reach HR49, you will fight a Tempered Kririn. After that, you will gain access to HR 50

Get to HR 29, you will get a quest, beat that quest and you can then proceed to HR49, beat the next quest and proceed from HR49 to HR100, then another quest for you to beat.

Just doing quests, helping people etc.

To farm, try to get investigations, these are by far the best way to farm materials and the only reliable way to farm decorations and stones to augment weapons. What you have to do is find blue tracks of powerful monsters. That can give you investigations of tempered monsters (with a purple aura around their icon). Tempered monsters lvl 2 can reward you decent decorations and stones to augment weapons... but you need to pass HR 29 for that!
