Redefining the Power Couple?

How did you guys manage to get the quest ''Redefining the Power Couple'' in order to get Bandit's Mantle? I've done everything I could do, did every quest I had apart from special arenas, I beat the Kirin and the Zorah and the Armorer still doesn't give me the quest. I badly want Bandit's Mantle but I have no idea what I should do to get that quest to appear.
