Do all blast weapon need free element skill to unlock?
when building steel blade III, i read it has 210 blast element so i build it and try fighting some monsters with it but i noticed the blast very rarely happen and when i comeback to workshop, i found out the supposed 210 blast element only become 70. after some google i found out that i need to unlock the full potential using free element skill (i already own zorah's set so i have 1 skill level unlocked which mean 33% of 210)

and i went to MHW wiki and found out all of my weapon which has blast element is grayed out??

No, only lightning element needs free element attributes to uses it's full potential.
Bazel's weapons are all blast that don't need to be awakened.

Correct. Some weapons have the element locked, others don't.
1 more question what is the number on elements mean? for example my poison weapon have 330 and blast is only 210, does that mean poison deal more damage than the blast if it occur? or does it represent the chance of more or less it will occur? thanks

The numbers for Status Elements represents the rate at which they build to trigger the Status Effect, higher number means faster effect activation.

Elemental Weapons such as Fire, Water, Thunder, Ice, and Dragon determine the extra damage they provide alongside Raw Physical Damage.
The way staus works is that the monster has an invisible bar that you fill up before the effect occurs. So in your example the poison weapon applies more status than the blast weapon per hit (for melee weapons it's a 1 in 3 chance on every hit that it will apply status)
