id imagine you have at least 3x gems by the time you're HR 50. assuming you start farming tempered enemies post 30.
i've killed a few tempered monsters, i am HR38. Never a steadfast jewel tho.
Maybe the selection of monsters in "triple thread throwdown" do not have this jewel on their dropcharts? (its an event quest that actually says you will be rewarded lots of gems)
It is called steadfast jewel tho right?

it gets a 2% drop rate, its one of the most common drops you can get in T2 or T3 hunts.
Shouldn't there be an optional / assigned quest for Black Diablos before defeating Xeno Jiva?

Don't bother with that quest unless you want really low rarity jewels or melder fodder. It only gives really low rewards. I would only farm that quest if I wanted to farm zenny with a bandit mantle as all 3 monsters are easy to kill and you might as well take the decorations for melding later.
If you want to farm good decorations you want threat level 2 investigations with as many boxes as possible.
A quick guide to what to farm for what:
1 for melder fodder or if you need a couple more of the really common decorations (fire resist etc)
2 for useful decorations.
3 for stream stones.
Threat level 1: Anjanath, Barroth, Jyuratodus, Paolumu, Pukei-Pukei, Radobaan, Rathian, Tobi-Kadachi
Threat level 2: Azure Rathalos, Bazelgeuse, Black Diablos, Diablos, Lavasioth, Legiana, Odogaron, Pink Rathian, Rathalos, Uragaan, Deviljho? (can anyone confirm Deviljho here? the last list I saw was before he was released)
Threat level 3: Kirin, Kushala Daora, Nergigante, Teostra, Vaal Hazak
odogaron / legianna (two easiest monsters, low hp pool and easy to stun lock) > rathalos > pink rathian > diablos > uragaan > azure rathalos > black diablos > do not bother with the rest
(bazel can one shot you with bombs regardless of prep or defense pending his attack scaling, although he is easy to deal high amounts of damage too and knock over / flash down. and lavasioth is lavasioth, dont fight him)
you may slot in vaal hazak just after rathalos or pink rathian. diablos is more likely to KO you but vaal is less readily farmable or as speedy as diablos without proper setup. + you can trap diablos.
teostra after black diablos if you enjoy fighting him.
kushala daora is both the easiest and the hardest elder dragon pending what setup you're using and whether or not you have the raw dps to murder him in 4 flash attempts.
personally i would put nergigante ahead of rathalos but thats just my opinion.

tier 1 tempered enemies should be avoided because of loot tables and probability of getting anything good is shot.
but rathian and pukei are very very easy to put down. paolumu and barroth are close behind.
