I mean, BARELY ANY game has what you're asking for, unless it's one that stops running upon not being in the foreground or upon being mimized. And even then it's not really that feature, it just freezes everything up.
Of the extremely few games I've seen WITH that kind of feature, most(if not all) were MMORPGs and the likes. And even there only very rarely. So, while it's nice to have, barely any game has that feature...can't even name one off the top of my head. Which is why I think it's a bit unrealistic to expect it. In conclusion: No, you're not missing anything. (Unless I'm missing something too. XD)

Sorry, for the necro, I just wanted to comment that I have no idea what this guy is talking about. Literally all of my games stop their music when minimized. DST is my only game that has ever given me this problem.
With that, I would like to recommend a mod that fixes this problem for me (partially):

It simply adds a pause button to DST, which is useful in itself. But music doesn't play while the game's paused. Unfortunately, that doesn't fix the problem of loading screen music (because you can't pause in a loading screen).
What I might personally recommend is playing without music. That might not be the best compromise, but it's the best I can offer. Ambient Volume and Sound FX Volume don't play in loading screens, and those can be paused in-game. So without music, you'll be able to do whatever when the game's loading or paused and not hear DST.
