Vaal is only weak to dragon,when you shed off its skin(basically break his parts)

Once you get to Area 14, Vaal will walk in from the lake. You can set up bombs if you're fast enough and detonate them. Usually, Vaal will be dead long before he ever gets a chance to go to sleep, so saving bombs for sleep-bombing is kind of pointless unless you're playing with someone who has sleep ammo.
When you aggro Vaal, the first thing you want to do is lure him underneath the two hanging teeth on the giant skull just to the right of where he comes in - if you don't know where these are, do an expedition until you find them. Each tooth will do somewhere between 1200 and 1400 damage to tempered Vaal, and I imagine slightly more to regular HR Vaal. Wait for him to get under them and use the slinger.
The two boulders, along with the damage you can output while Vaal is down for an extended period of time, should be enough to force him into the giant acid lake room just north of Area 14, I forget which number it is. There, you're going to want to attempt to mount for free damage.
Once you mount, you can then use your flashes - Tempered Vaal will go down at least three times from them, allowing you to hit with even more weak point damage.
Chances are with a decent group, Vaal is never going to make it out of the acid lake room. If he does, he's going to run through Area 14 back to the impassable acid lake there to go back to his nest and sleep. Grab more bombs and sleep-bomb him, and he should die just from that.
Or get Effuvial Resistance to level 3.
This. Vaal really becomes a piece of cake once you get Effluvial Resistance 3.
Either way, there isn't much to say other than "have effluvial resistance, upgrade your armor, and git gud".
Investigations monsters have random monster rolls. Their hp can be -2 -1 0 +1 +2, likewise with their damage. +1 means they will get a small boost +2 means they will get large boost, same goes with -1 and -2 but just reversed. Even your damage gets an increase/decrease of 10% or neutral depending on the roll.
Story-based monsters are the neutral base form.
I lazy solo tempered with Nerg Lance.
Dragonking Eyepatch (Weakness Exploit +2)
3 piece Uragaan (Guard Up, Partbreaker +3 & Guard +1)
Vaal Legs with 1 Effluvial Resist gem (Efluvial resistance +3)
Ironside Charm III (Guard +3)
Whatever gems you feel like in other sockets (5 or 6 empty iirc),
I'd recommend extra damage gems or vitality / divine protection gems (if you're not good at blocking everything).
I assume this setup would work exactly the same with Gunlance as the shields block the same amount etc.
a small ledge at the start gives you the abiility to start the fight by mounting vaal.
2 teeth to drop on his head in the same room for another 2 nockdowns.
combine with palico using a sleep weapon and that is
3 free nockdowns and 2 sleep bombing for a very easy fight
again aim for the head whenever you fight him as breaking it gives fangs and as vaal weapons tend to be pretty good its best to start early so you just have the fangs when the time comes.
