In order to get tempered elder dragons to open up, you have to complete the tempered Kirin quest.

I've have already completed the Tempered Bazelgeuse and the tempered Kirin now I'm currently hunting for tempered tracks I already collected a handful of clues still no tempered quest in the investigation. I'll try forging A Surveyor's Charm hoping it'll help..
So... You're not going to like this answer and it's kinda dumb but once you finished the Tempered Double Bazel and Tempered Kirin. You need to get a streamstone to drop for you. which means you'll need to fight tempered anything, Elder Dragons being the ones that are more likely to give you some.
There is a quest called...Snow And Cherry Blossoms that's in the events right now. Try that one out till you start getting investigations. LOTS of ppl do that event so it shouldn't be hard to find one online.
Oh. I'm having a hard time looking for tempered monster and theres one in the Event quest. wow didn't realize that. Thanks ill go try that one I really need the augment to increase my armor level. getting one hit by the monster isn't fun.
Arch Tempered hunts are the hardest hunts currently in the game. Take Tempered monsters and buff them up, basically. It (usually) takes loads of planning, solid builds, and knowledge of the monster you're fighting in order to take them down. Arch Tempered monsters will more likely than not have more attacks in their arsenal than their Tempered and normal variants and hit much harder than them as well.
AT monsters are available for HR50+ hunters with the exception of Kulve Taroth, whose Arch Tempered variant is currently available for HR16+. They're indicated by an orange aura in the UI.
Arch Tempered Monsters are on a rotation via the event tab. Currently, Kulve is the only one active (access her via the gathering hub). If you were looking for arch tempered monsters just one week earlier, Xenojiiva and Zorah Magdaros were active.
One more thing, whenever you defeat an Arch Tempered monster, you gain a ticket corresponding to that monster. That ticket is used to create the Gamma variants of their armor, featuring different abilities and decoration slots for that armor, as well as (this only applies to some ATs currently) a set of layered armor. The only exception to this is Kulve's armor, which needs Emperor Nuggets dropped from the siege rewards screen. The Nuggets act the same as the tickets.

As for your original question, make sure you keep an eye on the right side of your screen for notifications regarding investigations whenever you collect tempered tracks. The tempered investigations are where you'll get your hero/warrior streamstones.
You can have a max of 250 unaccepted investigations sitting there collecting dust. Make sure to delete the ones you're not gonna do to make room for the tempered investigations. You'll know if the investigation is a tempered one if the reward boxes are purple and at least one of the required monsters has a purple aura around it in the UI (that means it's a tempered variant).
dont forget to send your safari out to the locale where you want more investigations as well, they'll usually get at least 5 for you, 1 might be tempered.
if you're still struggling, the festival will come, and there are two easy gathering quests, and inside the quests are ~25 tempered monster tracks, after collecting them, finish the quest and do it again.
if you still don't have any, then you might need to advance your story or do some optional/special assignment. idk, at HR 50 everything should pretty much unlock for you but again, been a while since i've started a new game, i dont remember perfectly.
