Its my personal default augment, but I'm not going for world record speed runs, I just want to put the monster down.
Even if affinity augment is needed to reach 100% affinity, I still prefer health because you can heal up most of the damage taken pretty quickly and tank through attacks with rocksteady.
Health regeneration on attacks is pretty neat, but it's hard to turn down extra attack or affinity, or even an extra slot, over a luxury like a mediocre vampire weapon.
I guess it might be fun to slap onto a generic Health Boost, Super Recovery, Hasten Recovery, Recovery Up regenerator build or something, but eh.

On the other ranged weapons, no.
If you augment a weapon with 1 Health regen = 10% of the damage you deal is instantly restored to your health bar. More than 1 augment provides diminishing returns (and I'm not positive how much the boost becomes, I think 15% on 2 maybe 20% on 3). So now is where the effectiveness diverges. If you have 1 augment and you hit for 20 damage with a dual blade you restore roughly 2 health. Same conditions but you hit with a greatsword for 200 damage, 10 will be returned. Not all moves convert health either. A dual blade demon dance only some of the hits will restore health, or a switch axe Zero Sum Discharge.
Other caveat is bowguns: if you use spread or pierce only 1 pellet or 1 tick will restore health. So even though my spread bowgun hits 7 times for 20 damage each the heath restored is 2 (1 pellet=20, 20x.10=2, opposed to 7 pellets 20x7=140, 140x.10=14). However using normal ammo that hits for 70-90 on one pellet would return 7-9 health, and cluster explosions I think also return for each explosion (not 100% sure).
Ultimately up to you, but seeing as I don't speed run, I put a health regen on every melee weapon I play. I find it synergizes well with weakness exploit, crit boost, attack boost, critical eye, or any other damage increasing skill. Also turns the luna/nergi weapons into health factories.
