I.E Health Boost, requires Vitality Jewels, which are size 1 decorations that provide a single point towards the skill. To reach the skill cap, you'd need to equip 3 Vitality Jewels into your armour, or combine a piece of armour with Health Boost Level 2 on it with a single Vitality Jewel which would add one extra level, up to the cap, which is Health Boost 3.
If that makes sense? I hope so.
You can't upgrade decorations specifically, and there's not like a Vitality Jewel 2 or a Vitality Jewel 3 that provides multiple levels, the number simply refers to the size of the jewel in question. Iceborne may change this, but for now the game works like that.
And there are Decos.
A level 2 Deco can only fit in a level 2 or level 3 slot - not a level 1 slot.
A level 1 Deco can fit in any slot
A level 3 Deco only fit in a level 3.
The Deco level relates to the size of slot it requires not how poweful it is.
Eg an attack deco is level 1 so it can be used in any slot.
There is no such thing as a level 2 or level 3 attack deco
In order to get larger bonus to the attack skill you must equip multiple attack decos (or armor with that inherent skill)
