For what it's worth, I find them to spawn fairly frequently although not 100% going into a High Rank Expedition during the early night phase, near Camp 1, waiting for the Jagras to eat an Aptonoth and then running right to the nest before he gets there, putting on a Ghillie Mantle along the way, and then I hide in one of the bushes closest to where he regurgitates the meat.
Seems like, 75% of the time a Nekker will spawn from near the entrance and rush right on over.
If only the Blooming Cactuar was that easy

Are you using any mods that affect endemic life? Daveurrr's Endemic Quality mod prevents Nekker spawns unless you use the updated version as of yesterday.
Some people reported that they had to exhaust all of the Endemic Life Researchers dialogue during the quest before the Nekker bounty popped up for them, so maybe the Nekker also cannot be found until that has been done? Could try doing that and seeing if it starts appearing afterwards, etc?

i did this several times. maybe i just need to retry a few times or i need all of the endemic life researchers

forgott to mention that it has to be night time. So just start and leave quests till dusk is falling
Also you don't seem to need any more than 2, possibly 3, to trigger the effect, so 5 was overkill. I can't even remember where I got the whole "needing 5" part from, actually.
