Savage Axe seems only worth using on a downed monster to get the maximum effect, whereas SAED and AED can halt a moving monster in its tracks.
Btw, affinity is always the main focus even on Impact phials, since the physical hits are your main damage. This will be even more the case with something like the Diablos CB in Master rank having like 350 true raw without elementless, imagine the crits on the axe swings with those numbers.
IMO the savage mode will rarely be used as there's no way it will deal more damage and faster than pure SAED, plus if I remember correctly it eats your sharpness really fast.
