Is there anyway to reset a quest chain?
I've done A tingling taste
But A master's toast does not show up under delivery neither under pending or done.
So I dont know how to proceed.

That means you haven't received the delivery request. Go look around for exclamation points in Astera and the Research Base, people always forget about the Research Base.

EDIT: But to answer your question directly, no, you can't reset quest chains.

from what i'm seeing you need to also do some optional tobi kadachi hunt, need to talk to the 3rd fleet master after the tingling taste quest and need to have beaten the nergigante story hunt

I think it's the third fleet provisioner you need to talk to. I don't remember if it's the guy right of the master or the old lady a few floors down.
