There are standard monsters, then there are dragons, rare species, some variants etc, then there are black dragons (also called "dangerous first-class monsters"). Fatalis is the original black dragon and lore wise is capable of taking down entire kingdoms on his own and ending the world if he wanted to. There are other black dragons though so you could probably argue about Alatreon, Dire Miralis, Disufiroa and Merphistophelin being comparable to Fatalis.
If we're talking gameplay-wise then there's a couple of contenders. My vote would go to Rajang.
Ingame Apex Rajang in the main series can hurt a lot

In practice I agree with the cat and go with Apex Rajang.
Kelbidrome could oneshot you just by looking at you.
Wich of them is the strongest cannot realy be said.
Some say Fatalis because some folklore song that was found in a book ingame of like the first generation games or Word-of-Mouth, but lets just call that BS.
