So tired of kids blaming gear instead of taking personal responsibility for how they play. The weapon doesn't move itself, it's up to the player to unlock its potential.
either way, the cap if it exists is at minimum double base element from preliminary information they put out. so we'll be able to do some pretty crazy things with element weapons.
For speedruns, Switch Axe is pretty low tier. it does decent damage, however it has way too long animations, meaning that you can rarely comit to your most powerful attacks and combos, which require you to get locked into lengthy animations. And that's why against a majority of monsters it is a pretty low tier pick when kill times are concerned. By speedrunners standards.
You're actually not correct. Compare speedrun times. Switch axe is in the bottom 5 for almost all the end game elder dragon fights. Pulls ahead in Nergigante and Vaal. It's a middle of the pack against Xeno and maybe Teo, the rest it's almost at the bottom. Thankfully it's never as bad as HH lol, seriously Capcom please make that weapon relevant in solo play.
i can beat nerg in 3 minutes with a HH, not that bad. and im not a speedrunner

edit: assuming the hit is a crit. and you have crit element in the build.
No offence, but 3 minutes is not a good time when you compare it to actual speedruns. You're missing the point of the argument.
