How To Start Event Quests

I am at a loss bout all these events.... I get a ticket every 24hrs and where do I accept quests to earn more?

Quest Board breh. You can start your own or join one.

Event quests are done through the quest board. What you're looking for is the daily bounties at the resource center (these are normally weekly, but happen daily during festivals). Completing these daily bounties should reward additional tickets.

Correct. They are used to get armor for you and your cat at the Smithy or for layered armor at the delivery menu
