I guess you can have 0% Affinity or even negative and still do okay though. But Sharpness and Raw is integral for being actually effective and killing stuff efficiently. No point cherry tapping something to death.
You can do a lot to compensate for lack of sharpness or affinity but there's very little you can do about low base damage.
If you look at the meta builds for many weapons you will see that most of them stack skills like Weakness Exploit and Maximum Might to make up for the low affinity on the weapon.
There are exceptions of course like the Kjarr IG 'Para' build that uses Peak Performance instead but compare it to the Jho glaive and you'll see the difference between them is rather small while the Jho one is a lot less decoration hungry. Affinity is the cheapest and easiest stat to stack in MHW.

For weapons like GS raw will be the most important
For other fast hitting weapons like DB, affinity and elemental damage will be the most important
Sharpness and its potential is also very important since the damage multipliers between blue and white is large(purple is coming in iceborne i believe)
Ailment is not worth going for most hunts.
Most:
For heavy weapon: Raw>Affinity>Sharpness>Jewel Slot>Element>Defense
For light weapon: Affinity>Element>Sharpness>Raw>Jewel Slot>Defense
Gunlance: shelling level
Bow&LGB&HBG: coating&ammo type
Garon Lance is pretty strong despite having low raw, because it has natural white sharpness and high affinity. This synergises incredibly well with master's touch and critical boost.
Chargeblade you'll want to max out on raw and sharpness is less important because phial damage doesn't care what sharpness your weapon is at.
LBG and Dual Blades benefit the most from elemental effects. This differs per monster of course, but a rapid fire ice LBG for example absolutely destroys Volganos.
When in doubt however, pure raw wins 9/10 times. It's always been this way in MH games and World doubles down on it by introducing elementless and an elemental attack cap.

Elemental cap is 1.3 from base. elemental damage is calculated by dividing 10 and rounded down
