There are 2 quests with the festivals that drop crazy amounts of Decos that is the best way.

When those quests are not up doing HR 30+ investigations. Then using the decos you don't need to play the melder lotto.

but jethro the greatest jagras is gone i checked it out it was a limited event jan 2019 :( and lavastioth tnxs though ^^ i will try t2

Those are the best ways.

Event quests return. With very high chance during the summer festival.

wait for the summer festival. Based on the event calendar, that should be starting on July 25th

If you're weaksauce weaksauce? Triple Threat Throwdown event quest, which involves killing three giant weakspots with an increased drop rate for decorations - low tier ones that sometimes coughs up something useful, but is easy and steady going just like your mum so it can be handled by players with practically no gear fresh into High Rank. As a bonus it also generates mad stacks of zenny if you wear a Bandit Mantle while doing it.

If you're somewhat competent? Tempered Investigations, preferably Legiana and Nergigante. Nergigante dies incredibly fast with a good team, and Legiana has like 6 tracks to collect before fighting her right where you and she spawns, which lets you generate more and more Tempered Investigations rapidly plus she also dies very quick. You'll slowly gain decorations and streamstones doing this, it's very good once you can handle it.

If you've done the above? Greatest Jagras is the next step. Very intimidating fight that can one shot entire teams if unlucky, but very predictable - you trip him after he eats in the first zone, and while he's down DPS the hell out of him hopefully getting him below 30% HP. You collect the decorations he drops, and then capture him to roll even more decorations in the rewards box. It mostly generates "junk" but some nice ones can show up.

If you're bored of Greatest Jagras? It's time for The Name's Lavasioth! which is pretty much just a boring and unspecial Tempered Lavasioth who drops decorations like the Greatest Jagras but is easier and seemingly offers the highest chance for Rarity 8 decorations (at least to me) and is really quick and painless, except for your soul which will be crushed from the grind. This is the quest you'll grind to mop up the remaining rare decorations you need like Attack, Release, Handicraft etc jewels.

Also worth a mention is the free Attack Jewel you get from saving Nukei-Nukei in the Witcher crossplay quest. Since those things are worth more than a stack of Vaal Hazak fangs, getting one for free is always worth a mention.
